Basic Description

Raigō, a mid-Heian Tendai monk famed for efficacious rites, is said to have prayed successfully for Emperor Shirakawa’s imperial heir. Later he sought to establish an ordination platform at Onjō-ji (Mii-dera), but fierce opposition from Enryaku-ji thwarted him. Harboring resentment, he reputedly fasted to death. Afterward his vengeful spirit took the form of a rat that gnawed through sutra repositories—the dreaded “Iron Rat” (Tessō). His tale appears in The Tale of the Heike and The Taiheiki, blending historical record with onryō lore.

Folklore & Legends

The Tale of the Heike and The Taiheiki recount that after Raigō’s death his angry spirit became a rat (the Iron Rat, Tessō) that damaged Enryaku-ji’s scriptures and treasures. A popular belief also blamed the early death of Prince Atsumichi (or related imperial heirs) on Raigō’s curse, though scholars note chronological inconsistencies. At Onjō-ji, the “Nezumi-no-miya” (Jūhachi Myōjin Shrine) and, at Hiyoshi Taisha, a Mouse Shrine said to seal the Iron Rat, preserve rites to pacify the spirit and memories of temple rivalries.

A version grounded in medieval tales where the spirit of the monk Raiyō becomes a swarm of rats or a monstrous iron-furred rat known as the Tesso and gnaws through the sutra repository of Enryaku-ji. Rivalries among temple powers are projected onto a narrative of vengeful deification, linking ritual efficacy with retribution. In literature it appears mainly in war chronicles, blending a real monk’s biography with a settled ghost-vengeance legend. Later yomihon and paintings amplified this image, symbolizing rat blight and the ruin of sutra scrolls, yet at its core lies a folk pattern of a rancorous spirit bringing calamity upon sacred objects and scriptures.
